This should be in the FAQ.. :)

In phpgroupware/setup enter the admin password in the top box.
(Setup/Config) Go to step 2 (Configuration). And in the 3rd box down (Enter
the location of phpGroupWare's URL.) Make sure it starts with https://
rather than http://. Then everything is run under SSL.
