Across the top of the Projects main page are multiple options, including 
Activities   |  Projects   |  Jobs   |  Work hours   |  Statistics   |  
Archive   |  Deliveries   |  Billing. Select Activities and create new 
billable and bookable activites. Then  you'll  be able to create new 
projects.
