What Version of phpgroupware are you using?
And what browser do you try it from?
Can it be that you tried a category which does not contain any contacts?
Did you try unchecking "download export file"? Then it would let you view
the export in your browser instead of writing a file. And if THAT is an
empty page that would be a hint on having nothing to export.
