it can be, but most distros that provie you with apache and mod_php will also
have
a package named php_imap. Those with decent package systems will also add the
conf/ini entries for you, otherwise you'll have to enable it in your php.ini.
Once
php_imap is enabled, phpgw will automaticaly use it.
