I thought I answered this with a reference to our howto on our wiki, but maybe
it
was down.
Apache 2 (included with RH 9) split up the config files. Not only do you have a
php.ini to modify, you also have a php.conf
php.conf includes limits on the post size. The default is 500k
Find it, change it.
