Did you configure the path to the directory where the directories and files
will be created ? (/outside/webserver/docroot is the default in admin or
setup, can't remember).

It must be a directory in your system outside of the one which contains the
files for phpGroupWare, and the user that runs your webserver must have the
rights to write inside.

That should be enough.
