The prefs link is hardcoded in some templates.  Those 2 settings you
show can be enabled or disabled by setting the access rights on the
user accounts.

what exactly are you looking to change?  many things can be done
without hacking templates, just poke around the prefs and user account
options (if you "view" a user you have more options than when you
"edit").

what's a "smal docu"?  and why do you mean by "central content"?
phpgw is a framework for apps.  at its core, phpgw itself has no
content, just a menu and some globals settings.  the content is up to
the apps.
