[phpGroupWare-users] Template Error: loadfile: app_row is not a valid handle.

I've finally installed phpgroupware without any problems.
After installation and login with admin account i get the following  error when 
i try to open the preferences.

Template Error: loadfile: app_row is not a valid handle.
Halted.

It would be nice if someone can help me to fix this problem.
