[Phptest-users] Problem with Question Submission

I am submitting a multiple choice question I hit submit and it goes in to loop loading this link - http://www.domain.com/onlinetest/set_cookie.php?name=cookie_q_subject&value=Financial

 

Here is where it is happening in the set_cookie file

 

   $string = "Refresh: 0;url="">

 

How can this be fixed?
