Object raise in the editor currently raises the object by raising or lowering it in the complete list objects, this leads to it being not very useful in levels with a lot of objects, as many raise/lower operations will have no visual effect.

It should instead raise/lower an object relative to all the other objects with which it overlaps so that a raise operation always results in a visual effect.
