[Platero-devel] update to newer automake & autoconf

Hi!

Since some people (including me) have run into trouble which was caused by 
build scripts requiring old versions of automake and autoconf I'd suggest an 
update. If anybody does not think this is a good idea, please drop a mail 
within a week.
