[platform-testers] new snapshot available: diffutils-3.6.17-d5ba

I'm ready to make a new release, so in preparation, here's a snapshot of
the latest. Any testing would be most welcome. I'd like to release 3.7
in a few days.

This release is unusual for the fact that there has been no noteworthy
change in the 1.5 years since the preceding release.
