Here's one possible reason:
I was thinking about implementing the GET TRANSLATE command (or adding
the TRANSLATE option to GET), so that one could import gnumeric files
like this:
GET TRANSLATE FILE='Book1.gnumeric'
/TYPE=GNUMERIC.
Parsing gnumeric files would need libxml2 and libz which aren't
generally needed by PSPP, so perhaps the plugin option would be
justified here.
Then people can write a plugin for any kind of wierd file format.
