Currently we use \ and ; for dirs and paths on Windows, because
that's the local convention. However, I understand that most GNU
software uses / and :, even on Windows. Being uniform would
allow use to get rid of DIR_SEPARATOR and PATH_SEPARATOR, which
are kind of ugly.
What do you guys think?
