pspp.info is included with any release, so you don't need to
build it yourself, unless you install from CVS. Usually READMEs
are oriented toward releases, but we could add a note about CVS
usage too.
You need Texinfo for the `texi2dvi' and `texi2pdf' programs that
PostScript and PDF formatting requires.
