The title of your message mentioned "latin" characters.
Psppire, like all other Gtk and Gnome programs assumes that filenames
are encoded in UTF-8
If you have another encoding, then you can use the environment
variables G_BROKEN_FILENAMES or G_FILENAME_ENCODING to override the
default behaviour.
