Thanks. This basically downloads new .po files whenever someone
does the equivalent of "make -f Smake". This seems like a
reasonable approach.
It would be nice to make PSPP use the "bootstrap" script from
gnulib, so that we could take advantage of this kind of nice
feature that other people have already implemented.
