I think that the most important format is .png. I don't know of
any Texinfo format that requires .jpg. (Which one does?) Only
plain TeX requires .eps; I think that we could reasonably tell
our users to choose one: have a tool to generate .eps from .png
available or use only pdftex; PDFs are practically more useful
than DVI output these days anyhow.
