It looks like it is easy to install Flatpaks on Ubuntu: https://flatpak.org/setup/Ubuntu

I don't have time now to figure out how to create a Snap of PSPP. If anyone else wants to work on that, it'd be great.

Weird. It could be that I am wrong, I see the source of PSPP package:
ubuntu-lunar-universe (deb).

ANyway, it would be really nice if you could provide PSPP through Snap
also...
