This file doesn't exist. I guess http://math.gcsu.edu/~jhs/pspp-iso.html is the correct name.

I would change the instructions a bit and tell users they should burn the file as an iso image and have a look at there cd burning software how to do this. 
Users could misinterpret the current instructions and just burn the file as file on the cd. That won't work offcourse.
