It will use the encoding of your current locale.

No. This feature is not yet used by Pspp.
Because windows don't use unicode,
and if I create a .sav using pspp on my linux(with unicode), it will
never works on windows.
If you find a case where files generated by Pspp can't be read by
Spss, please report it as a bug.
