You will need to re-build pspp from its source code.
However, it's odd that Ubuntu hasn't built their package with the PostgreSQL
feature
enabled. I suggest that you file a bug report in the appropriate Ubuntu forum.

I refer to Synaptic, I have packages called libpq5 and libpq-dev, versions
8.3.7-1, already installed. Are these the ones needed and, if so, how do I get
these to work in conjunction with PSPP, please?
