First of all, I'm very happy to know that you are trying to migrate do
PSPP ;)
About your problem, the Cygwin version is deprecated, and its developer,
Harry,
isn't working on it anymore. You could please download the Mingw version on
http://www.cecaps.ufmg.br/pspp/?lang=en and try it. On the blog there is
two versions.
The stable 0.6.1, and the testing version. I suggest you to download the
testing one,
which have a lot of new features and fixes.
