This suggests that you are using an older version.  Can you try a more recent 
one.
     
     FREQUENCIES ALL
      /FORMAT=NOTABLE.
     <N Valid: 51475
        Missing: 0>
     
     SAVE
      /OUTFILE="C:\path\to\outfile.SAV".
     
     LIST
      /CASES=ALL
     .9-11: error: LIST: Syntax error at 'ALL': expecting integer.

ALL is not a valid argument to /CASES  - simply omit the /CASES subcommand
if you wish to list all cases.
