Yes, cmocka is not needed. For ovmf/armvirt we need these:
BaseTools/Source/C/BrotliCompress/brotli
MdeModulePkg/Library/BrotliCustomDecompressLib/brotli
CryptoPkg/Library/OpensslLib/openssl
ArmPkg/Library/ArmSoftFloatLib/berkeley-softfloat-3
