Does the ASCII console support double-byte characters?

I have finally redesigned most of my code based upon a more detailed
analysis of the BIOS use of the console.

I can now accept a character typed on the keyboard by an operator.

Based upon some surprises in the BIOS code and responses observed for
the received character, it would appear that the ASCII console
interface can support double-byte characters.  That is the only
hypothesis that explains what I have seen.  Hence the question.

I can provide both observations from the code and test results either
on or off list if desired.
