[QSOS-general] O3S 1.0 is available

As announced during the "Solutions Linux" event, O3S 1.0 (Open Source 
Selection Software) has been released (it was formely known as "PHPViewer").

Majors features are:
- weightings, with possibility to save them (in the .qw XML format) for future 
reuse
- software comparison inside a same family: results can be visualizes as 
tables ou radar graphs (in interactive SVG or static PNG formats)
- export to OpenDocument format
- skins and locales support
