[Quilt-dev] argghh diffstat

  Added a configure option for diffstat, it is a non-fail situation if
it can't be found as it is definitely not required(so just issue a
warning).

  Changes made in refresh.in, Makefile.in and patchfns.in to compensate.
Also refresh.in checks to see if there is a %diffstat in the patch first
instead of starting up parse-patch for no reason.
