I've actually looked at it in Savannah and they do not have a special
permission for file uploading, only project admins can do the upload.
What I wrote before was based on my experience with SourceForge and
Alioth which are both Sourceforge/Gforge based. Apparently Savannah
disabled that feature and use a completely different file upload mechanism.
