[Quilt-dev] Stripped backup-files needed?

This bug: https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=171917
shows that backup-files is stripped which breaks the debuginfo
package.  

While I don't find this to be too critical, backup-files is pretty
small.  Is there really a need to strip it on the install?

I'd rather avoid having a Fedora specific patch for something that seems
pretty trivial...
