The cvs log will show you that.

Creating release tarballs just doesn't add value: the snapshots are not better
than taking the latest cvs version. Anyhow, I have bumped the version to 0.47
and made a new "release" now, so see if the files in
http://download.savannah.gnu.org/releases/quilt/ work for you.
