I don't believe this is an rdiff-backup bug since it is so similar to the
CIFS case documented in the FAQ --

My suspicion is that the remote filesystem is case insensitive, but sshfs is
not helping us determine that. ('diskstation' is the clue to that...)

This fix is to add '-o noauto_cache' to the sshfs command. That was the
default behavior in sshfs until version 1.5.
