there is one other point to note, which exemplifies this ambiguity

the ambiguity in that phrase, is that it is not obvious, _which_
licensing options should be explained

does this apply only to licenses which are explicitly mentioned
or suggested elsewhere on the website, allowing for cases where
no licenses are mentioned or documented? - in that case, B2-1
would not require adequate (or any) licensing documentation; but
i believe that the intention of B2-1, is to require adequate
licensing documentation 

OTOH, the current wording could be interpreted as to require
documentation for all known licenses, which are permitted on the
forge, regardless of whether they are mentioned or suggested
specifically elsewhere - in that case, comprehensive
documentation of all known licenses may be requiring too much
