Details:
In WCSLIB 6.3, the build failed because it need to link with CFITSIO in a
function that wouldn't internally link with CFITSIO. So we had manually added
`-lcfitsio' to LDFLAGS before building WCSLIB.
But I just saw that Mark Calabretta has noticed this and corrected it
<https://www.atnf.csiro.au/people/mcalabre/WCS/CHANGES> in in WCSLIB 6.4.
So if we use the new version, we can remove this extra step.
