Unfortunately, I failed to reproduce this bug on differents installations, with
new support request, with old support request at savannah.gnu.org
I let the bug open, we'll see if someone else encounter that trouble in the
future.

Original Submission: Tried moving a Support Request (support #100519) with the
new "move to..." function, to the Patch Manager, got the following error:
Successfully updated [#1]; Item update sent [#2]; Unable to create a new item
[#3]; Unable to find the id of the new item [#4]; Original item is now closed
[#5];

I succesfully moved your item by transiting via the bug tracker.
The information contained in [patch #2360] shows that apparently your support
request was wrongly identified as a patch
(This item has been reassigned from the project classpath-tools patch tracker)
I'm looking in that problem,

Hum, unable to reproduce that behavior on my test installation but able to
reproduce it with your project, I'll have to do some testing directly on the
server to find out what happens here.

Just to be clear, this was not just an error in the diagnostic message, indeed
no new item in the Patch Manager was created.
