Yes.
If you change it once it is active though, you need manual admin work
to reconfigure the project (webpages, mailing lists, etc.).

No, the documentation says:
- click on the screw and wrench -> configures CVS & such
- click on the green 'V' -> sets to Active
(if this is unclear please update the documentation!)
