Well planetplanet already supports If-Modified headers AFAIK, but this
system cannot decrease the number of requests, only the bandwidth.
Unless it's supported in a way I can't imagine.
Polling a few hunder projects efficiently requires a global list of
notifications (i.e. some kind of meta-feed), such as SiteMap.
If you really need to increase the polling, well do so, but keep in
mind that this isn't scalable.
