What is the purpose of this feature?  Are we expected to
keep backups of the cvs respository for the purpose of
restoring them in the event of a system meltdown?  

Is it permissible to expose the backup URL to other users,
perhaps by putting it on our homepage?  Thanks in advance
for the clarification.

I've been able to load it from
http://savannah.gnu.org/cvs.backups/classpath.tar.gz

and found the pointer in 

http://savannah.gnu.org/project/admin/?group_id=85

Are you refering to something else ?
