[Savannah-hackers] bug tracking system and forums for non GNU projetct

Hi folks,

We have decided to turn off the forums and the bug trackes for GNU
projects. But I think we should allow non GNU projects to use them.
Indeed, there is nothing to maintain, it only plays with the DB. 

Any comments welcome.
