TkPGP is a Tcl/Tk shell for PGP (originally) and GnuPG (now).
It already exists and you can see it at http://www.geocities.com/tftp/
The project reached stable state and has only few known bugs.

However that site does not offer CVS, and I have lots of CVS archives that are 
offline and effectively prevent other people of accessing the CVS or 
contributing to the work.
