That would bloat the mail notifications. Do we really want that, given
that we all resync with the CVS anyway?
I can't always resync from CVS wherever I am. And in general we can
expect the new files to be much less volume than the changes to the
old one. So it is useful for me that they be included.
There is one exception: it would be nice to have a way to suppress the
sending of new files when we add something large and modular, like
Calc or the Emacs Lisp Intro. But we don't expect to add any more
such large things soon, except maybe someday Gnuserve.
