I do have a global ssh config file with the line
| Protocol 1,2
as content, and the attempt to log into subversions _does_
use protocol version 1, so this is probably not the problem.
I rather suspect that the keys haven't been installed
on the machine properly ...

Have you got a .ssh/config with "Protocol 1" as content.
When I try the same command as you, it beggins with
OpenSSH_2.9p2, SSH protocols 1.5/2.0, OpenSSL 0x0090602f
