[sr #110998] no email got sent regarding Savannah #65092

Follow-up Comment #2, sr#110998 (group administration):

frontend1:/var/log/mail.log says something like,

Dec 31 07:35:54 frontend1 postfix/smtp[1667544]: 4D4B2201EB:
to=<bug-groff@gnu.org>, relay=eggs.gnu.org[209.51.188.92]:25, delay=0.12,
delays=0.06/0.05/0.01/0, dsn=5.6.7, status=bounced (SMTPUTF8 is required, but
was not offered by host eggs.gnu.org[209.51.188.92])


(BTW it says the same for some other notified addresses, e.g. and
surprisingly, ineiev@gnu.org.)

This is similar to sr #110972; probably email configuration of frontend1 is
wrong and we should fix it.
