Hi there: yes it's temporarily fixed for now.

cvs server needs a file lock directory, but it didn't exist at the time 
you checked out the repo. Earlier on that day, the cvs server had a 
reboot because of a filled up /tmp (tmpfs) caused by crawling bots 
hitting viewvc. So the VM that hosts cvs server, vcs1, somehow didn't 
run a script at boot, which creates a tree of those directories 
(/var/lock/cvs). /var/lock is a symlink to /run/lock which is on tmpfs. 
Bob is looking into the reason why the script wasn't run.
