Details:

In order to have the necessary information for
https://savannah.nongnu.org/bugs/index.php?23102 and so the Legal Experts
Group can take measures to ensure the legal status of SELF, each element needs
to have a "Copyright history" attribute that contains the information about
previous occurences of Copyright being contested, and their resolution.

The LEG will need an administrative interface in which the following actions
are possible to take on the legal information of Materials:

  - Block (Copyright/license unclear) (with comment field)
  - Unblock (Copyright/license clarified) (with comment field)
  - Change Copyright (with comment field)
  - Change License (with comment field)

Every time someone contests materials, this should be logged together with
user id/email and date in the Copyright history.

All changes to the legal status should be logged with
 - comment field for explanations
 - date
 - user id of user making the change

This is necessary to keep records of how the legality has evolved over time,
and to identify and filter out duplicate challenges.
