I installed Guile-Lib-0.2.2 from sources with a plain 

  configure
  make
  make install

That put a "htmlprag.scm" file in "/usr/local/share/guile/site/".
Now, when I configure Skribilo, I get this warning:

I'm not sure what you mean.

The "guile-reader-0.6.tar.gz" is the same in both.

The Guile versions differs slightly:
-in the Debian box -> guile (GNU Guile) 2.0.5-deb+1-3
-in the Ubuntu box -> guile (GNU Guile) 2.0.5-deb+1-1
