Run 2 instances of sks on your server. one on 11370 and the other on 21370.
21370 will only ever sync to 11370, and you can take down the secondary
process to do dumps and backups as often as you wish. And locking is simple,
because you can guarantee that no other sks process will be using the backup
database if you kill the backup sks.
