"sks merge" doesn't seem to filter the incoming keys. Subkeys on v3
pubkeys are allowed to creep in during a merge, and after merging the
Debian keyrings, forcing "sks cleandb" (by emptying the ./KDB/meta db)
was necessary to fix 126 irreconcilable differences like these:

Starting key merge
Multiple keys found with same ID. merge_from_hashes called

This is SKS 1.0.7 with a fastbuild keydump from my pks server.
