Hi David,
may I suggest simply upgrading your Ubuntu release?^^
If you rely on the newest software versions, running LTS might be the
wrong choice.
At least 14.04 has sks 1.1.4-2.1ubuntu1 in its default repositories, so
you could upgrade to that LTS release when it's there.
I'm attaching[1] the output of "aptitude download sks" on my server. I
hope amd64 is okay.
