On the contrary: the GnuPG folks are trying to get to a 2.1 release and
this was part of the point of the recent funding campaign:

"Goteo, the Free Software platform hosting the campaign, usually
required two 40 day rounds of funding, but in our case we're ending
early, after just 50 days. This will enable us to deliver the new site
and GnuPG 2.1 faster, and is possible thanks to reaching our goal so
quickly (in just 26 hours)."
So while 2.1 has been a long time coming, I think it's likely to be
released this year.
Meanwhile, the work on Ed25519 PGP keys appears to be coming along
nicely.
